(CITY OF GUELPH) On Friday October 27th 2023, a man was observed acting suspiciously at the Stone Road Mall in Guelph.
The man is described as black, late 20’s, approximately 6’3” tall, wearing a grey seater, black pants, white shoes, a beanie-style hat, and blue medical mask. He was following two women and holding a cell phone at chest height, possibly recording them. He would pass the women at times, turn around to face them still holding the phone in the same position. The man did not speak to the women. A similar incident occurred with the same individual on October 10th.
